CEIC Services - Overview

CEIC was formed to help New York State’s mental health and substance abuse outpatient clinics to increase and improve their capability to serve persons with co-occurring substance use and mental health problems – a group that, historically, has been underserved. In the past, because mental health and substance abuse services were delivered through discrete systems, those with dual disorders would often “fall through the cracks” altogether. In recent years, more effective services and strategies have been developed to “integrate” services for persons with co-occurring conditions or, in other words, to deliver services for both conditions equally. As outlined in “Target Areas,” CEIC is helping mental health and substance abuse outpatient clinics to “build co-occurring capability” – a process that advances the integration of services across seven dimensions of care. CEIC uses five specific services, to help providers improve their co-occurring capability within available resources (always scarce) and imposing the least possible burden on staff members who are already juggling multiple demands from various constituents. CEIC technical assistance services are designed to achieve results in a short period of time, and all are offered to providers free of charge.

Services

By the summer of 2010, CEIC had delivered services that enabled hundreds of programs in New York State to improve their co-occurring capability. Recognizing that program staff members have multiple demands on their time, CEIC services are offered and delivered in such a way that extensive preparation, on-site time, and long-term commitment are not required. Because CEIC is also cognizant of the realities that limit the economic and human resources available to improve care for those clients with co-occurring conditions, our services are available at no cost to the provider, and are designed to achieve results within a short period of time.

CEIC works with individual programs and with groups of programs, using services organized into five categories: (1) Leadership Forums; (2) On-site DDCAT/DDCMHT surveys (to measure capability); (3) Building Capability Forums; (4) Sustainability Supports; and (5) Technical Assistance (delivered in response to specific requests for assistance in a particular area or areas).

  1. Leadership Forums are consultations with leaders from across New York State held within each of the State’s eight regions. These Forums are designed to introduce CEIC services and to initiate plans for subsequent technical assistance within each region. n the process of planning and conducting each forum, CEIC gains an understanding of the co-occurring capability within the region, which in turn, indicates where CEIC services can complement and improve efforts to integrate services for persons with co-occurring conditions.

  2. On-site DDCAT/DDCMHT – Dual Diagnosis Capability in Addiction [or in Mental Health] Treatment – surveys are conducted to measure capability of individual mental health and substance abuse programs. Programs are recruited in Regions/Counties, initially in conjunction with a Leadership Forum. The site visit not only measures the current level of co-occurring capability, but also provides recommendations and opportunities for advancing and improving capabilities. The survey generates an individual report that includes the program’s score, along with suggestions for increasing its co-occurring capability within existing resources.

  3. Building Capability Forums bring together cohorts of representatives from 14 to 20 geographically related mental health and substance abuse programs that have completed on-site Dual Diagnosis Capability in Addiction [or in Mental Health] Treatment (DDCAT or DDCMHT) surveys. Building Capability Forums are used to review aggregate survey results for the group of programs attending, which allows shared themes to be isolated and discussed. Using the context of the survey results, CEIC is able to present more detailed advice on improving existing co-occurring capabilities and in building local collaboration.

  4. Sustainability Supports are follow-up technical assistance activities devised to help programs to continue their efforts to improve integrated care for co-occurring conditions. In general, CEIC services comprise a sequential series of events and exchanges, one leading to the next. Following a Building Capability Forum, CEIC offers other follow-up activities to help programs continue to advance their services to “Dual Diagnosis Capable” or “Dual Diagnosis Enhanced,” using Building Recovery Workshops (“Building Integrated, Recovery-Oriented Outpatient Services”), which encourage person-centered, recovery-oriented, and culturally competent enhancements, Learning Collaboratives (cohorts of programs that work together collaboratively, with guidance from CEIC, to continue to build their co-occurring capability), and other Technical Assistance (consultations that respond to specific requests and that concentrate on the individual needs of an agency/program or a group of agencies/programs).

  5. Technical Assistance is available to individual provider agencies and to groups of agencies on request. This type of consultation is usually requested to formulate a response to a specific challenge or problem, or to assist in a particular area of co-occurring capability. Technical assistance is tailored to suit the requestor, and is typically a combination of on- and off-site consultation to achieve the goals of the particular project most efficiently. Each request results in technical assistance that is modified according to the requestor’s strengths and to concentrate on those areas in which improvements are needed, so as to arrive at an overall improvement in integrated care and in the ability of the program[s] to serve persons with co-occurring conditions.
