How can CEIC help us increase the co-occurring capability of our programs?
My agency wants technical assistance from CEIC.
Leadership Forums are consultations with leaders from across New York State held within each of the State’s eight regions. These Forums are designed to introduce CEIC services and to initiate plans for subsequent technical assistance within each region. In the process of planning and conducting each forum, CEIC gains an understanding of the co-occurring capability within the region, which in turn, indicates where CEIC services can complement and improve efforts to integrate services for persons with co-occurring conditions.
Leadership Forum
CEIC has partitioned New York State into eight Regions, using geographical divisions similar to those the New York State Conference of Local Mental Hygiene Directors (CLMHD) uses to organize its members. In each of these eight Regions, CLMHD had grouped County mental health and substance abuse directors with an elected chair. As CEIC planned each Leadership Forum, the CLMHD regional chair became the pivotal contact person. By the end of 2010, CEIC will have concluded all eight of its Leadership Forums, and will have interacted with identified County, OASAS, OMH and, in some cases, provider agency leaders throughout New York State.
Leadership Forums enable CEIC to review the New York State Co-occurring Disorders (COD) Task Force recommendations in the key areas of screening, assessment, and evidence-based practices, as a prelude to presenting the tools and services CEIC uses to assist with implementation. Each Forum is conducted over a five-hour period, usually beginning at 10:00am and ending at 3:00pm. The consultative format affords CEIC an opportunity to acquire an understanding of regional developments in co-occurring disorders, to assess the current status of integrated care, and to review the challenges and opportunities affecting provider agencies in the region. This information helps CEIC to be better equipped to adapt its services to complement existing efforts.
At the conclusion of each Leadership Forum, an informal advisory group is formed and planning for future CEIC interaction begins. The advisory group serves as a long-term liaison for local activities, and assists CEIC to identify provider agencies that will continue working with CEIC. These provider agencies are organized into cohorts of from 14 (the optimal size) to 20, although the number of agencies in each cohort can vary considerably.
CEIC Experience in New York State. By mid-2010, seven Leadership Forums were completed and tentative dates were identified for the final two Forums. CEIC continues to build its network of leaders to engage more agencies and to increase delivery of on-site technical assistance. For example, in the New York City Region, CEIC has attended mental health and substance abuse Borough Council meetings in each of the five boroughs to introduce CEIC and its technical assistance services as a means of engaging both agency leadership and individual programs.
