How can CEIC help us increase the co-occurring capability of our programs?

CEIC ACTIVITIES ACROSS NEW YORK STATE
To introduce the technical assistance being offered to providers across New York State, CEIC has adopted the regional structure that the Conference of Local Mental Hygiene Directors (CLMHD) established to organize its members statewide. When CEIC initiated activities, CLMHD had a 9-region system in place, but a recent change to their bylaws resulted in apportioning New York State’s 62 counties into 8 regions. CEIC has adjusted its divisions to conform to this reconfiguration, shown on the map above – from the Great Lakes and the Western Region (100), moving east through the Finger Lakes (200) and Central (300) Regions, then north to the North Country Region (400), before turning south through the Northeastern (500) and Mid-Hudson Regions (600), to the Long Island (700) and New York City Regions (800).
CEIC technical assistance specialists are available to the State’s 1200+ OASAS- and OMH-licensed outpatient programs to support efforts to improve their ability to provide integrated care to clients who have both mental health and substance use conditions. To accomplish this goal, CEIC has devised a system of services that target particular areas of care. The series of technical assistance services has been constructed to help programs advance their co-occurring capability. At the end of our second year of operations, our technical assistance specialists have visited most (61%) of the counties in New York State, and have assessed the co-occurring capability of hundreds of programs.
This section outlines the technical assistance activities that have taken place in each region and county (you can navigate to a region either using the map above or the region listing to the right). Information for each of the nine regions includes a map of the region’s counties, along with a brief description of CEIC activities in each county. The typical sequence of technical assistance activities begins with a “Regional Leadership Forum,” which introduces CEIC and its services to County officials and outpatient service providers in the region. Leadership Forums use a consultation format that helps CEIC to identify providers of mental health and substance abuse outpatient services that are located in geographic proximity to one another within the region. CEIC technical assistance specialists contact providers to schedule on-site “Dual Diagnosis Capability in Addiction [or in Mental Health] Treatment” (DDCA[MH]T) assessments, used to establish the existing level of co-occurring capability in each program. Once 14 to 25 programs have been assessed, a “Building Capability Forum” is held at a centrally located venue to review the overall status of integrated care and to discuss areas of mutual interest. At the conclusion of the “Building Capability Forum,” CEIC will coordinate other follow-up technical assistance – (e.g., “Building Recovery Workshops,” telephone consultations) in order to support ongoing implementation efforts. Technical assistance activities are repeated until all mental health and substance abuse outpatient programs in the region have been given the opportunity to participate.
The “CEIC Activity Map” at the end of this section is a geographic illustration of the extent to which CEIC technical assistance specialists have interacted with outpatient substance abuse and mental health programs across New York State.
